When: 17 – 26 March 2013
Where: in five East African Community Partner States
Community laws take precedence over similar laws in the Partner States. The responsibility for implementing the policies and laws is essentially vested in the Partner States. However, most laws enacted by the Community are often not being fully implemented or have remained in statute books and gazettes with no hope of being enforced.
EALA is mandated to both legislate and oversee implementation of laws enacted. Therefore, the Legal, Rules and Privileges Committee intends to hold public hearings in all EAC Partner States to establish reasons and gather information as to why these laws enacted and assented to are not fully implemented.
